2. Click the 'browse' button and select an image
3. Click the 'Upload Image' button

== Expected result ==
'Browse' button has the focus.

== Actual result ==
Focus is not placed within the ""Upload"" tab in ""Image Properties"" dialog. You can tell this is the case by using a screen reader, or outputting the activeElement to the console.
