To duplicate the issue, create a sentence and turn it into a list item by highlighting and pressing the bulleted button. Press enter/return to drop to a new list item. Create a sentence and highlight it. Now press the increase indent button. This creates your nested un-ordered list. When you press return, this will create a new nested list item. Press return again and you have a new first level list item. Press return one more time and you should exit out of the list which occurs but... a blank UL will be inserted at the top of your nested ul. See attached screen shots."
