Changes between Initial Version and Version 3 of Ticket #9395

Full description of the problem:

1. Go to inlineall.html sample and click inside headreRight div (See PNG's)
2. Select all and change editor contents to numbered list
3. Notice that magic line at the top and at the bottom is covered by toolbar. See 9395.ng and BOTTOM.png. To get the result you just need to scroll page a little bit so that toolbar was positioned at the top or bottom of edited area.
4. Now keeping focus in editor scroll the page all the way down (page scroll bar has to touch page bottom).
5. Dotted line at the bottom is now present
6. Now keeping focus in editor scroll the page all the way up (page scroll bar has to touch page bottom).
7. Dotted line at the top is now present.
