Magicline should access only space between current and closest block

In this case it allows to insert space between divs by ctrl+shift+3, but it shouldn't. Accessing that space should be possible only from paragraph p1.

This is continuation of #9481. Problem can be reproduced in all browsers

This is important person with visual impairment so that he/she could know in which paragraph/other element he/she exactly is.
This however is very cool feature from person with no visual impairment point of view - I don't have to look for first paragraph and I just have to press Crtl+Alt+[
