Tested with Safari (537.51.2) on iOS 7.1 (iPad), CKEditor 4.3.4.
When I apply any command page scoll down so toolbar is above the viewport.

Checked with CKEditor 4.6.2, iOS 10.2.1, Safari 10.0:
- 'select-all' button scrolls page down so toolbar is above the viewport
- opening a dialog by using 'table' button for example scrolls page a bit; closing dialog with 'cancel' button scrolls page down so toolbar is above the viewport (this should probably be reported as a separate ticket)
- selecting something in dropdowns (e.g. paragraph format, font dropdown) scrolls the page. dropdown scrolling has been described here #16785
