I have installed CKEditor version 4.4.7 with PHP

When access CKEditor, the icons for cut/copy/paste are disabled. Also Ctrl+C doesn't work. 

It occurs for specific users not all. 
 
What might be the reason? Is there any security parameters which prevent copy/paste?
