We have multiple instances on a page of ckeditor. In previous versions we were able to link to an anchor in a different instance. Now we can only view anchors in the instance we are trying to link to.

1. Create anchor in one instance.
2. In another instance on the page link to anchor.
3. No anchors are found to link to.

== Expected result ==
All anchors would be found in each instance.

Only anchors in the instance are found
