1. when I insert some Russian Cyrrilic text into Editor (in Source or WYSIWIG mode) some of the characters are replaced width &#XXXX; -- hex code. not all but some. should it be this way? how could I stop this behaviour?

2. then I paste in the text (see attached file in.txt; it is windows-1251 [russian] encoded text) into editor and submit the form. in result I get hieroglifs (see attached file out.txt). and not only editor field became unreadable but other text fields with russian text either.
