toolbar in the configuration of an editor. Now you can
set oFCKeditor.ToolbarSet = ""MyToolbar"" ; But you need
to predefine 'MyToolbar' in a config-file.

It should be something like this:

oFCKeditor.ToolbarSets[""MedBasic""] = [
['Bold','Italic','-','OrderedList','UnorderedList','-','Link','Unlink','-'

] ;
oFCKeditor.ToolbarSet = ""MedBasic"" ;
