Unfortunately, if the default text is formatted or changed into a list or table, then clicking on it does not enable CKEditor.

 - Load divreplace sample
 - Double click on ""Part 1"" (CKEditor loads fine)
 - Press Ctrl + A, apply Bold, Underline
 - Double click on ""Part 2"" (CKEditor loads fine)
