IE: right-click Paste greyed out

In IE8 when you right-click quite often 'Paste' is greyed out. Moving the mouse as you right-click increases the chance of this happening.

There is an improvement since CKE 3.6.2 but still fix is not complete. Seems that rev [7374] didn't fix everything.

To reproduce:

1. Copy something,
2. Open replacebycode sample and right-click below text
3. Move mouse in any direction and right-click again - paste option is now grayed out.
4. Click three more times: I - nothing happens, II – toolbar copy/paste buttons get activated, III - menu works again.

NOTE: When you right-click, then left-click to close the menu and then right-click again (even with move) the problem does not happen.

It only happens when you right-click two times in a row.

The patch is to be reviewed after #9097, since in clipboard plugin it assume the selection fix is done by "mouseup" event.
