The moz-bindings.xml isn't used at all as far as I can see, and the htc is used for the FCK!__FieldNumeric class, but that class is used only in the flash dialog, and we could change it to onkeypress=""return IsDigit(event);"" as in other dialogs (fck_table.html for example)
