[Divarea&Widget] Scroll jump when widget is pasted

Description

On Chrome or Opera:

create divbased editor with image2 (or use dev sample plugins/image2/dev/image2.html with divarea introduced in #11134)
Create long content (you need scroll bar) whit a widget.
Copy and paste widget using keyboard (Ctrl+C & Ctrl+V).

Actual behavior (not expected): Scroll moved so widget is at the bottom of visible area. It could be reproduced with both block and inline widgets.
