Dragging widget does not scroll the editor

When dragging a widget, I would expect the editor to scroll up or down if I'm attempting to drag past the edges of the container. However, dragging is limited to the current height of the container, unless I also manually scroll with the scrollwheel.

Stop changing the version number. It is used to indicate when problem stared occurring. If it is set to version 4.3 and issue hasn't been fixed it means it is also true for 4.6.2.

Why did this version get changed back to 4.3? Isn't it important for the developers to know that this is still an issue in the current version? Having the version set to 4.3 hasn't gotten it fixed in three years, which means they may not even be looking at bugs for old versions. Changing it back.
