Bidi - Arabic UI - Image Properties window Perview section not translated into Arabic

Description
Steps to reproduce
- configure "ar" as a language
- open CKEditor
- press "image" button
- look at "Preview" section
Expected result
Preview section text should be displayed into Arabic language, Or It should be aligned left with LTR direction if there is no willing to translate into Arabic
Actual result
Preview section text is Displayed into English with text-align right and RTL direction

Suggested Solution
As it is pure English Text and there is no willing to translate it to other languages so It should be aligned left with has LTR direction

Confirmed with CKEditor 4.6.2. The solution could be aligning left with LTR direction as suggested or use language specific sample text with RTL direction.
