[IE9] Dropping menu content into editor

Description

Steps to reproduce

Open editor sample with context menu.
Click right mouse button to open context menu.
Drag menu option into empty space in the editor.
Drop menu option.

Expected result

Cursor is in "not allowed" mode, option is not dropped.

Actual result

Cursor is in "create shortcut" mode, option is dropped.
