[FF3, Safari] Toolbar became disabled after switch to WYSIWYG mode when ToolbarLocation is Out

Description

Use ToolbarLocation = Out:... (Samples 10 and 11). Switch to source mode and back. Note that toolbar is disabled.

Confirmed using FCKeditor 2.6.3 beta and the latest SVN vesrion in Firefox 3.0.1 and Safari 3.1.1. IE and Safari seem to works as expected.
