As I can see error in loading the language file. I can't provide steps - I only try to upgrade editor from 2.5 to 2.6.3

That means that you have done something wrong in the upgrade procedure, some file might have been corrupted by your ftp program, you didn't clear the cache, whatever. But that doesn't mean a bug in FCKeditor itself.
