- Standards Mode/Quirks Mode
- RTL document direction

Confirmed with IE7 in quirks only. All dialogs are mispositioned and the tabs-less dialogs are totally broken.

The changes is mostly ok. I've just noticed one issue. The tabs-less dialogs, like the anchor dialog, has the wrong spacing at the top of the contents area. It has the the same space as a tab enabled dialog.
