Description
In quirks, the focus is not gained on float panel, so all keyboard navigations are lost.

I confirm the navigation is not working with the arrow keys, but it works with TAB. There is a problem though... it needs a couple of TABS to start navigating if nothing is selected in the panel (for the combos I mean).
