Description
Toolbar bottom height is eaten up on 3.1.x branch as in the attached screenshot.

WFM in standalone IE7 also, only reproduced with IE8 developer toolbar options: IE8 Browser mode + IE7 Document mode.

WFM also with IE8 in Compatibility mode, so we should definitely be ok with this.

WFM with IE 7.0.5730.13. Do you have the problem when loading the English language file also?
