[IE] Lock ratio padlock inconsistent between FF and IE

Description

Reproduce in FF and IE:

  1. Open nightly build, ajax sample
  2. Insert an image
  3. Unlock ratio and specify custom values for width and height
  4. Remove the editor
  5. Create editor
  6. Edit the image

Result:
FF: the ratio padlock remains unlocked
IE: the ratio padlock is locked
