Image dialog buttons should display labels in HC mode if they have a function

Description

This refers to Image Reset Size and Lock Ratio buttons.

We're relaying on tooltips for now.

Tooltips do not strictly satisfy the requirement as the functionality of the buttons can be missed by a low-vision user using the editor in HC mode.

Can we move this one to 3.2 or 3.2.1 ?

We should consider a inline label for those two buttons.
