Indent/Outdent doesn't work when Text is left-aligned in RTL

If in a RTL language(Ex:Arabic), left-align the text using the editor toolbar and then try to use the indent/outdent functionality.

Sample Text <p dir="rtl"> fsd</p>

Expected Result:

Data will have the indent increased and decreased appropriately

Actual Result:

No change

WFM with the following configs:

config.language = 'ar';
config.contentsLangDirection = 'rtl';

The only problem I see here is that the button icons direction is not reverted and might be misleading.
