[IE9] Missing HC mode

Description
Turn on Windows' High Contrast mode, load the editor in IE9, note that editor hc is NOT loaded well.

Although with RC, HC is now supported, while our HC mode detection logic is not working well, guess we'll need a fresh sniffing of it.
