Description
CKEditor toolbar becomes invisible when using Tab key and the Maximize toolbar button. Please follow the steps in the attached filed to reproduce the issue. This bug also happen in the CKEditor demo site of 3.6.1 version and nightly build.

This is the problem that I saw in #8225 and with these steps I can reproduce it in both Mac & Windows and in the source version.
The interesting fact is that once the error starts, even if the page is reloaded just using maximize (without any tabbing) causes the error.

Reproducible in Firefox and Opera from CKE 3.4.3.
NOTES:
The best way to reproduce it is with a single instance on a page.
In Opera you have to press tab two or more times so that the cursor could leave the editor content area.
I’m not sure if we haven’t had a ticket for this already. I’m familiar with the final effect but couldn’t find a ticket for that.
