[IE8] Radio input output empty value attribute

Description
IE8 output an empty value attribute even if there's no value specified, checked the attached sample to reproduce.
It fails the following test: http://ckeditor.t/tt/6621/1.html

We have clarified that this issue happens only on IE9 when using its developer tools to simulate IE8. We're certainly not covering this testing environment.
