I made an error in title, was about french
I used the CKeditor builder, it purpose the Youtube Plugin(http://ckeditor.com/addon/youtube) and I added the French language and having this issue...
I founded this issue in the fr.js included in the package, so it's not an issue with UTF-8...

BTW. I see that the author of plugin has fixed recently encoding of the french translation: https://github.com/fonini/ckeditor-youtube-plugin/commit/38fbb9318721c9231f5c7c92e1d66dc80047b531. However, he hasn't yet updated the plugin in the addons repository, so old version is available there.

It would be great to update the builder with it. (each time we add a plugind, we have to redo the translation...)

There's no official plugin for CKEditor, so I assume you're using some 3rd party one. You should report the bug to its author. However, you should first check if your server is sending files in UTF-8.
