Description

Tested in Opera 20.0.1387.91, Windows 7 64-bit, Flash Player 13.0.0.182

Open sample http://ckeditor.dev/plugins/htmlwriter/samples/outputforflash.html
Open link dialog (by hitting Ctrl + L when editor focused or by clicking appropriate button)

Actual Result: Dialog box is behind flash content
