    11Steps to reproduce (works on demo site):
    2 1. Create three bullets
    3 2. Add one additional bullet then hit tab or indent one additional level with the button in the toolbar.
    4 3. Press enter one more time

    6 Expected Result:
    7 Last bullet should disappear, cursor appears below list.
    8 Actual Result:
    9 Cursor adds a bullet above the last bullet.

     42. Place caret at the end of the last item.
     53. Press enter.
     64. Press tab to indent the new item.
     73. Press enter.
