Steps to reproduce

Visible in both tests - tests/plugins/balloonpanel/manual/kama and tests/plugins/balloonpanel/manual/moono.

The balloonpanel for inline editor is positioned incorrectly (see screenshots).

Other details (browser, OS, CKEditor version, installed plugins)

Safari, iOS 9.3.1.
