FF & IE: Increasing Indent not working on lists

Steps to reproduce

1. Open nightly build ​http://nightly.ckeditor.com/16-11-07-07-07/full/samples/
2. Enter few lines of text.
3. Select all content using CTRL + A
4. Click on Increase Indent icon few times

Expected result : List Indented

Actual result: Nothing happens This works in Chrome

I think this TC has one step incorrect - we should not be entering few lines of text but creating a list and creating few list items.

MY TC:

1. Open editor and clear editor contents
2. Click on list button and create few list items
3. Select all with Ctrl+A
4. Click Increase Indent button

Problem can be reproduced from CKEditor 4.2 in FF and IE.
