No table cell submenu when only one cell in a table.

Reproduce

Use following content

<table>
	<tbody>
		<tr>
			<td>
				TD</td>
		</tr>
	</tbody>
</table>

2 .Right click on TD to trigger context menu

Try to open Cell submenu - it's not showing.

Reproduced in Chrome.
