[IE] Improper caret position after inserting HR at the very end

Description
Seems to be the same issue with #1213, but now it's with IE8. IE8's IE7 compatible mode works fine.
To Reproduce
- Open CKEditor sample page with IE8
- Move caret to the end of text
- Click HR button from toolbar
- Caret is now blinking above the first line
