One-line toolbar does not work in IE

Description

Hello, when set to one-line toolbar. ie7 error in the bottom of the Toolbox. ie8 not click on the arrow to collapse the Toolbox

Confirmed both issues.

It's enough to add the following setting to test it: 

config.toolbar = 'Basic';

But I don't get any error with IE7
