[IE] Smiley dialog not focused after text selection

Description

  1. Make text selection inside editor but NOT collapsed selection;
  2. Open 'Smiley' dialog.
    • Actual Result: Focus is not on the dialog icons.

Note it's happening on IE versions with only the 'Smiley' dialog, not a recent regression though.
