issue about sub-table

Description
it's an IE only issue. (i'm using IE8) It works in ff and chrome.
1.create a table 2.create a sub-table in a blank cell
you cannot input text in the cell any more. No space between the cell and subtable.

To clear thing out. To get to parent-cell you can press right arrow and that's it. This issue works in every browser except in FF but this is described in #3986.
This issue is about IE8 and IE9 not creating extra space below the subtable. See the attached file.
