At the moment no one is working on this ticket. Please note however that there is a simple way to avoid it http://ckeditor.com/comment/127529#comment-127529 by modifying your "link buttons".
Is there anyother resaon why you modify the URL with "#"?

By default # in URL scrolls page to top but when editor is used on page then Webkit scrolls page to the bottom. This can be reproduced from CKEditor 4.0 beta (Doesn't occur in CKE 3.x).
