Div boundary displayed outside editor area

Description
I consider this a bug, but maybe it is as designed?
I find that if I create a "large" div, that the boundaries are sometimes displayed outside the editor area... they are not properly clipped. For example, in the attached screen shot, I have set up a "large" div to set a background color.

This is how Internet Explorer works and there's nothing you can do. If the div which has a position/size set is selected the border will be displayed.
