[IE11] Context menus disappear when opened for the first time

Description
- Open context menu. It disappears.
- Open it again, it stays.
- Open submenu in context menu for e.g. table. It disappears.
- Open it again, it stays.

I will just note that i can not repro this issue anymore at major (3c40e20) with IE11 (11.0.9431.0)

Ok, we figured out that it's happening only when dev console is opened. That makes the ticket invalid.

This happens only the first time you open dropdowns. If you for example refresh page with ctrl+F5 and then open any dropdown you will see the problem.
