Do you have the indentblock plugin enabled? It seems that you downloaded a standard package in which this plugin is not enabled. In this package indent and outdent buttons work only with lists structures. Use the online builder to download a CKEditor package with indentblock plugin.

This clearly looks like standard package thus I'm closing this issue as invalid.
Please download Full package or as Reinmar has explained standard package with indentblock plugin using the builder.
