Snapshot is not created on more than 20 changes by holding different keys - both at the same time

Reproducible in all browsers.
- Open editor.
- Press and hold some printable key for less than 20 characters.
- Press and hold some different printable key to exceed 20 characters including previous one.
Actual result: snapshot is not created.
Expected result: snapshot should be created when 20 characters exceeded. There is a test written for this issue already.

I haven't been able to reproduce this issue. I have checked every browser.
After pressing e.g. L key I have pressed A key and hold them both. Snapshot got created after exceeding the limit.
I have checked latest trunk and CKEditor 4.4.5.
