Important: we decided not to transfer all the tickets to GitHub, as many of them are not reproducible anymore or simply no longer requested by the community.

Bidi and Language plugins incompatibility

Description

Steps to reproduce:

Enable Bidi and Language plugins.
Set the text part to any RTL language (Arabic, Hebrew).
Even though the changed text part has dir="rtl" set, the LTR (and not RTL) Bidi button is active which is quite confusing.

Problem can be reproduced from CKEditor 4.3 in every browser.
