I have tried your steps in Chrome 44.0.2403.155 m in Win 7 but I didn’t get any empty dialog (CKEditor 4.5.2).
I have tried pressing enter, Shift+Enter or clicking formatting options and then opening the dialog. Everything worked as expected.
Are you by any chance using Chrome custom plugins? Chrome plugins are unfortunately known to conflict with JS applications so either is is happening because such plugin or I have missed something.
