Textarea resizing no longer works in Chrome or Firefox

Description

Steps to reproduce

Add a textarea element to the content area. See that the resize anchor is present.
Click and drag by the resize anchor

Expected result

Textarea should resize following your mouse

Actual result

Textarea does not change in size

Other details (browser, OS, CKEditor version, installed plugins)

Reproducible in Chrome 49 and Firefox 39.0. Tested on Ckeditor Demo on official website. Also in version 4.4.6

It hasn't been possible to resize form elements starting from CKEditor 4.0. This was design decision to block resizing of these elements.

I'm sorry but I can't accept this as an valid issue.
