[IE] Cell properties RTL dialog layout problems

Description
The cell properties dialog does not display well in RTL mode.
- title is to the left
- dialog spans width of page
- large transparent section
IE only.

This is due to the missing translation for "Cell Properties" in the languages files. As long as the dialog title is translated to an RTL language, the problem would not appear.
Attached is are the translated entries for RTL languages copied over from v2.6.4's language files.
