Link dialog should not edit anchor

Description
When open link dialog on anchor, it should generate a link around the anchor instead of change the anchor element itself.
Reproducing Procedures
- Open the "replace by class" page,insert an anchor;
- Click the anchor and open link dialog;
- Fill the url field and click OK;
- Actual Result: Javascript error thrown.
