Description
The toolbar toggle button can not be given focus when tabbing through the toolbar items. It also does not display any tooltip text when you hover over with the mouse.

We're not supposed to provide tabbing over that element. The only possible feature would be a keyboard combination to accomplish the collapsing/expanding task.
