A bit more information. This issue might be severe when user pastes colored cell from Excel.
Excel outputs background color as style, but CKEditor does with bgColor attribute. For browsers, style is prior to bgColor so changes by the dialog seems not to be applied.

Already get fixed at #4893.
We'll introduce this change to cell properties dialog in future release, probably the same way with what have done in #4246.
