Which CKEditor version does the issue concern?
Could you provide a reduced test case (sample standalone html file) showing the problem?

FCKeditor was retired and is no longer supported. All active development was moved to its successor, CKEditor 3.x, that is a fully mature and far superior product. We recommend you upgrade as soon as possible since this issue is no longer a problem in current code base.

It works well for me here with FCKeditor 2.6.6 and IE8 with the sample files included with the editor. Do you have a sample test page we could use to confirm it?
